WHAT IS AN SCA?

The Carbon-Monroe-Pike Drug & Alcohol Commission, Inc. serves as the Single County Authority (SCA) for Carbon, Monroe and Pike Counties.


Incorporated as a private non-profit 501c3 in 1985, we have a board of directors appointed by the three boards of County Commissioners. We provide education, prevention, intervention, case management, recovery support and treatment services through our contracted providers and our own functional treatment, case management, and prevention units.


What is a Single County Authority (SCA)?


The SCA is the entity designated in your county responsible for planning, coordination and evaluation of local drug and alcohol services as well as administrative oversight of such services funded through our organization. We are here to ensure those affected by substance use disorders have access to the services they need.


As an SCA we are able to pay for drug and alcohol treatment services for any county resident who does not have insurance coverage and/or may be under insured.


The PA Department of Drug and Alcohol Programs (DDAP) at the state level oversees this network of drug and alcohol programs and performs central planning, management and monitoring. DDAP provides federal and state funding to the Commission as the designated SCA and we maintain a grant agreement with DDAP through our County Commissioners for the provision and administration of these services in Carbon, Monroe and Pike Counties.
